As we said above, love is manifested from the inner circle outwards. Beyond the Jewish people is the circle that includes all of humanity, irrespective of opinions, religions, and nationalities. Accordingly, Jews should care about non-Jews. However, when it comes to fellow Jews, all Jews must feel like family, so the love and commitment towards them are expected to be greater than towards others.
One may not hate a fellow Jew even if that Jew is a sinner. A sinner must be criticized and sometimes even punished, yet not hated, just as in a family one must not feel hatred towards a sibling even if he or she has behaved badly. By contrast, when it comes to non-Jews who are evil, it is justified and sometimes even advisable to hate them and view them as enemies.
