The Torah can only be fully revealed in the Land of Israel, as it says, “For Torah shall come forth from Zion, the word of the Lord from Jerusalem” (Isaiah 2:3). This is why the Sanhedrin was located in the Land of Israel, right next to the Temple. This High Court had the authority to rule on any disagreements, pass enactments binding upon the entire Jewish people, and sanctify the months and institute leap years (thus determining the dates of the Jewish holidays). Furthermore, when prophecy existed, it was always connected to the Land of Israel: prophecy could take place only if the prophet was in the Land, or had begun to prophesy in the Land, or had prophesied about the Land.
