Those people who are suited to become Torah scholars (by dint of talent, character, and drive) should devote the bulk of their day to Torah study. If necessary, they must make do financially with very little to dedicate themselves to their studies, succeed in them, and develop into excellent teachers. Most people do not aspire to this, so instead they should engage in developing the world through whatever work they do. While making a respectable living, they should set aside time daily to study Torah, and even more time on Shabbat and holidays. As for those who are retired or who do not need to work full time, and thus have free time on their hands, they should make sure not to waste the time frivolously. Rather, in addition to whatever productive things they normally do, they should also set aside a few solid hours to study Torah every day.
